The Whipping Post Bill offered by Murphy was rejected and the substitute therefor carrying with it the infliction of stripes upon the second conviction of petit larceny was defeated in the Virginia House of Delegates by a vote of 21 to 43. No tears were shed. Mr. Murphy is as yet too full for utterance.
