It is highly essential that some place be provided for the young boys and girls now roaming our streets and engaging in all kinds of mischief.
As at present arranged, white boys go to the reformatory and colored boys to jail. There is no justice in this. All are the creatures of the commonwealth, and all should be provided for. Virginia is making criminals faster than she is punishing them and it is necessary that steps be taken to prepare a place, not only for the boys, but the girls as well.
